11Month17On the same day, the Jilin Provincial Department of Agriculture and Rural Affairs, the Jilin Provincial Department of Finance, and the Jilin Provincial Department of Commerce jointly issued the "Jilin Province Agricultural Machinery Scrap Renewal Subsidy Work Implementation Plan"(Hereinafter referred to as the Implementation Plan)Decided to implement the subsidy policy for scrapping and renewing agricultural machinery, and give appropriate subsidies to farmers for scrapping old agricultural machinery.

The Implementation Plan makes it clear that the subsidy for scrapped machines and tools is targeted at pilot counties.(City, District)individuals within the household register and in the pilot counties(City, District)Registered agricultural production and operation organizations. Agricultural production and operation organizations include rural collective economic organizations, farmers' professional cooperative economic organizations, agricultural enterprises and other organizations engaged in agricultural production and operation. Encourage and support counties across the province(City, District)Carry out agricultural machinery scrap renewal subsidy work, and according to the counties.(City, District)Apply for the determination of pilot units.

Scrap machines and tools shall meet the following scrapping conditions:

Subsidized scrapped agricultural machinery should have complete main components, clear and legal sources, and the owner should make a written commitment on the source and attribution of the machinery. Tractors and combine harvesters included in license management need to provide license plates and driving licenses issued by supervision agencies; those without license plates or not included in license plate management shall have nameplate or factory number, frame number and other equipment identity information, and all localities can formulate plans according to the actual situation.

According to the Standard for the Prohibition and Scrapping of Tractors(GB/T 16877-2008)and Technical Conditions for Prohibition and Scrapping of Combine Harvester(NY/T 1875-2010)The end-of-life of the tractor combine is calculated from the date of registration, and the service life of the small tractor exceeds10The service life of large and medium-sized tractors exceeds15Years, crawler tractor service life exceeds12Years, self-propelled combine harvester service life exceeds12Years, hanging corn combine harvester service life exceeds10Year. For agricultural machinery that has not reached the end of life but has large safety hazards, high failure rate, serious damage and high maintenance costs, pilot counties are allowed.(City, District)According to the relevant provisions of the rules, or temporarily no subsidies.

Subsidy standard:

The central government's subsidy for scrapping and renewing agricultural machinery consists of two parts: the subsidy for scrapping and the subsidy for renewing. Part of the scrap subsidy is a fixed subsidy, and the renewal of part of the subsidy standard is implemented in accordance with the relevant provisions of the agricultural machinery purchase subsidy policy. The amount of scrap subsidy is shown in the table below:
