In order to implement the "Notice of the General Office of the Ministry of Agriculture and Rural Affairs on Further Doing a Good Job in the File and Verification of Agricultural Machinery Purchase Subsidy Machines and Tools"（Agricultural machine 〔2019>> 〕7No.）It is required to promote the standardized and efficient implementation of agricultural machinery purchase subsidy policies, and strengthen supervision during and after the event. Our company will organize and carry out third-party spot checks and inspections of agricultural machinery purchase subsidies from this year. Relevant matters are notified as follows.
Purpose of 1. work
Through the introduction of third-party spot checks and inspections, we will improve and enrich the implementation of agricultural machinery purchase subsidy policies, strengthen supervision during and after the event, strengthen the screening and handling of violations, and promote the establishment of regulations.
2. work content
The third-party spot check and verification of agricultural machinery purchase subsidy mainly conducts spot checks on the machines and tools that the purchaser has applied for subsidy and the machines and tools within the scope of the subsidy sold by the distributor, and verifies the authenticity of the subsidy application behavior, the consistency of the subsidy machine and the filing information, the regional difference of the sales price, etc. The work is led and organized by the Department of Agricultural Mechanization, the Agricultural Machinery Test and Appraisal Station of the Ministry of Agriculture and Rural Affairs, and the Agricultural Mechanization Technology Extension Station.（Hereinafter referred to"Central Station"）The agricultural and rural departments of all provinces and third-party units jointly participate in the implementation, mainly including the following work contents.
（One）Data analysis
The Department of Agricultural Mechanization, in conjunction with the Central Station, organized a third-party unit to sort out and analyze the subsidy data and violation handling information of the auxiliary management system for agricultural machinery purchase subsidies in various provinces, and to determine the items and quantities of subsidized machines and tools for annual spot checks.
（II）Field verification
The third-party unit shall, in accordance with the requirements of the Agricultural Mechanization Department and the central station, formulate a spot check and verification work plan, collect and sort out basic information, and with the assistance and cooperation of the agricultural and rural departments of the provinces to be sampled, go deep into the homes and dealers of the buyers and dealers to carry out the verification work, mainly through communication with the buyers and dealers and on-site measurement of machine parameters, etc. to form verification records and issue verification reports.
（Three）Investigation and processing
According to the random inspection report provided by the third party unit, the relevant provinces shall, in accordance with the general office of the Ministry of agriculture The General Office of the Ministry of Finance on the issuance of agricultural machinery purchase subsidy products illegal business behavior measures.（Trial）Notice of（Farming 〔2017>> 〕26No.）and the General Office of the Ministry of Agriculture and Rural Affairs Notice of the General Office of the Ministry of Finance on Further Strengthening the Supervision of Agricultural Machinery Purchase Subsidy Policy and Strengthening Discipline（Agricultural machine 〔2019>> 〕6No.）Such documents require investigation and handling; study and implement the relevant rectification recommendations.
3. relevant requirements
（One）Good organization and coordination
Third-party spot check is an important measure to ensure the safety of agricultural machinery purchase subsidy funds and prevent policy implementation risks. All provinces should attach great importance to it, actively cooperate with third-party units, determine specialized personnel to be responsible for coordination and liaison, strengthen communication and guidance, and ensure the smooth work of third-party units.
（II）strictly observe work discipline
On-site spot checks and inspections must strictly abide by the eight central regulations and the spirit of its implementation rules. During the spot checks, third-party units shall pay for their own travel and accommodation expenses. The personnel participating in the spot check shall abide by the confidentiality requirements and adopt the following measuresThe method of "not saying hello in advance and going straight to the scene" does not disclose relevant spot check information to the spot check object in advance.
（Three）Standardize investigation and handling
All provinces should urge production and marketing enterprises to cooperate with third-party units to carry out random inspections, and those who refuse to cooperate should be dealt with seriously in accordance with regulations. It is necessary to organize in-depth investigations, complete the investigation and handling of clues about violations within two months after receiving the random inspection report, and report the relevant information to our company. If the violation is particularly complex, involving a large number of subsidy objects and a high amount of subsidy, the investigation time may be appropriately extended.
（Four）Application of enhanced results
The third-party spot check and verification work is incorporated into the extended performance management of agricultural machinery purchase subsidy. The agricultural mechanization department and the central station summarize and analyze the spot check and verification of third-party units and the handling of violations in relevant provinces, and absorb the experience, practices, opinions and suggestions in the spot check and verification process into the construction of the implementation system of agricultural machinery purchase subsidy policy. All provinces should actively explore the provincial and below third-party spot checks and verification work, and further strengthen risk management.
