Administrative Regulations for Recordation of Special Appraisal Outline of Agricultural Machinery

Article 1 In order to implement the "Agricultural Machinery Test Appraisal Measures" and "Agricultural Machinery Test Appraisal Work Specifications", and promote the special appraisal outline of agricultural machinery(Hereinafter referred to as the special appraisal outline)The revised plan and outline of the record management work standardization, speed up the agricultural machinery innovation product test identification and popularization and application, the formulation of this regulation.
Article 2 General Station for Testing and Appraisal of Agricultural Machinery of the Ministry of Agriculture and Rural Affairs(Hereinafter referred to as "Identification Station")Responsible for the record management of the special appraisal outline, and guide the provincial agricultural machinery appraisal institutions to do a good job of filing.
Article 3 Provincial-level agricultural machinery appraisal institutions shall perform the filing procedures in accordance with the requirements of this Regulation.
2. Plan Filing
Article 4 Provincial agricultural machinery appraisal institutions to the public to solicit agricultural machinery special appraisal demand plans and suggestions, to determine the proposed special appraisal of products.
Article V Provincial agricultural machinery appraisal institutions fill in the "special appraisal outline revision plan record audit form"(See schedule)and application instructions, with product pictures, product instructions and other supporting materials submitted to the appraisal station for review. The application description shall include: the necessity of the revision of the special appraisal outline, the new functions and structural characteristics of the product, the promotion and application objectives, the expected effect, etc.
ARTICLE VI The appraisal station regularly organizes experts in agricultural machinery research, appraisal, promotion, purchase subsidies and industry associations to review the revised filing plans of the special appraisal outline system in various regions according to the current promotion appraisal outline, special appraisal outline and the filing plan.30Reply to provincial agricultural machinery appraisal institutions within days. The conclusion of the review shall be agreed upon by consensus, when a vote is required.,A 2/3 of not less than the experts present at the meeting must agree to be approved.
Article VII If the following circumstances are found in the filing plan of the special appraisal outline, the appraisal station shall put forward suggestions for adjustment.
(One)The current promotion appraisal outline and special appraisal outline are applicable to their products;
(II)It has been included in the promotion appraisal outline or the revision plan of the special appraisal outline, or can be applied to its products by modifying the outline;
(Three)The product does not conform to the national industrial policy and is a product or technology that is explicitly eliminated; the promotion of technology is not economical;
(Four)It does not belong to the category of agricultural machinery.
Article 8 For those that can be put on record, the appraisal station shall specify the attribution of the items and give the record number. The record number shall be compiled by the appraisal station. The numbering rules are as follows:

Article IX According to the reply and record number of the appraisal station, the provincial agricultural machinery appraisal institution shall submit the draft revision plan of the special appraisal outline to the provincial agricultural and rural departments, and organize the implementation after approval.
Article X After the revision plan of the special appraisal outline is approved, the provincial agricultural machinery appraisal institution shall report to the appraisal station, which shall upload it to the national agricultural machinery test appraisal management service information platform to complete the plan filing.
3. Outline Filing
Article 11 The provincial-level agricultural and rural departments shall organize appraisal institutions to examine and approve the special appraisal outline, and publish it for implementation after it is publicized to the public for comments.
Article 12 After the special appraisal outline is approved and issued10Within 3 working days, the provincial agricultural machinery appraisal institution will submit the electronic version of the outline text to the appraisal station, which will upload it to the national agricultural machinery test appraisal management service information platform to complete the outline filing.
Article 13 The provincial agricultural machinery appraisal institution shall ensure the current validity of the special appraisal outline for the record of the platform. If the name and content of the special appraisal outline for the record change or the outline is abolished, the provincial agricultural machinery appraisal institution shall adjust the record according to this regulation.
4. job requirements
Article 14 The agricultural and rural departments at the provincial level shall be responsible for organizing the formulation, examination and approval, and promulgation of the special appraisal outline, and shall guide and supervise the development of the special appraisal work of the provincial agricultural machinery appraisal institutions.
Article 15 The provincial agricultural machinery appraisal institution shall be responsible for collecting suggestions for carrying out special appraisal products, drafting, submitting and filing the revision plan and outline text of the special appraisal outline, and tracking and evaluating the revised special appraisal outline organized by the organization. In the process of revising the special appraisal outline, the classification and filing requirements of relevant product purchase subsidies should be considered simultaneously.
Article 16 The appraisal station shall collect and upload the filing information of the special appraisal outline in a timely manner, grasp the revision of the special appraisal outline, analyze the problems found in the implementation process, and put forward suggestions for revision or abolition to the relevant provincial agricultural machinery appraisal institutions if necessary.
Article 17 From the date of promulgation of this regulation, the appraisal station shall organize experts on a regular basis.(In principle, each2Once a year)Sort out and evaluate the filing of the text of the special appraisal outline in various regions.,Promptly put forward suggestions for transforming the special appraisal outline into the promotion appraisal outline. The appraisal station reports the relevant work of the special appraisal outline to the Agricultural Mechanization Management Department of the Ministry of Agriculture and Rural Affairs on a quarterly basis.
