1. Application Requirements
From the date of this notice, products applying for agricultural machinery appraisal in Henan Province shall passHenan Province Agricultural Machinery Test Appraisal Management Service Information Platform"(Hereinafter referred to as Platform)Apply online.

2. Application Scope
The product applying for agricultural machinery appraisal shall be in 《2021Henan Province Agricultural Machinery Test Identification Product Category Guide(Henan agricultural machinery 〔2021>> 〕5No.)Within the scope of the document.
3. Application Conditions
The appraisal of agricultural machinery shall be voluntarily applied for by the producer or seller of agricultural machinery, generally by the producer, and if the seller applies on behalf of the seller, a power of attorney signed by the producer shall be submitted. The application conditions are as follows:
(One)The products applied for agricultural machinery appraisal shall be within the business scope of the producer's valid business license and shall be qualified products, and the production and sales volume shall meet the agricultural machinery appraisal outline.(Hereinafter referred to as outline)requirements.
(II)Compulsory certification or production license management of products, should also obtain the corresponding certificate.
(Three)Within five years before the application, the provisions of Article 25, Item 1, Item 5, Item 6, Item 7 and Article 30 of the Measures for Test and Appraisal of Agricultural Machinery have not been violated.
4. application materials
Applicants fill in and submit the Application Form for Test Appraisal of Agricultural Machinery in Henan Province through the platform(See Annex)(Hereinafter referred to as the application form)At the same time, upload the following materials in simplified Chinese version, and be responsible for the authenticity, completeness and validity of the application materials.
(One)Product implementation standard text, product photos and product specification sheet;
(II)Certificates and attachments of products subject to compulsory certification or production license management.(If applicable);
(Three)A trustworthy inspection report(If applicable);
(Four)The power of attorney that entrusts the seller to apply for the agent.(If applicable);
(Five)For products applying for special appraisal, the explanatory materials of agricultural machinery innovative products shall also be submitted.
After completing the application, the applicant shall submit it to the platform, Henan Agricultural Machinery Test and Appraisal Station.(Hereinafter referred to as the identification station)From the date of receipt of the application materials10The completeness of the material and the conformity of the content shall be reviewed within working days, and the acceptance and non-acceptance shall be issued to the applicant through the platform.(with reasons for inadmissibility)Notifications.
The application form shall be filled in according to an independent application product. When applying for multiple models at the same time, the covered models or identification units that meet the requirements of the outline shall be declared together with the main model.
5. other requirements
(One)The application for agricultural machinery appraisal of the product has one of the following circumstances, shall not be accepted:
1Not included in the guidelines;
23. The production volume and sales volume do not meet the requirements of the outline;
34. The application materials are incomplete or do not meet the requirements and are not supplemented as required;
4has applied to other appraisal institutions;
5The producer violates the promise made, or violates the provisions of Article 25, Item 1, Item 5, Item 6, Item 7 and Article 30 of the Measures for Test and Appraisal of Agricultural Machinery within five years before the application;
6Other cases of inadmissibility.
(II)Promotion of the requirements for renewal of certificates due for appraisal
To ensure2021The promotion appraisal certificate that expires at the end of the year can be replaced in time. All certified enterprises are requested to submit an application for renewal of the promotion appraisal certificate through the platform and upload the enterprise's self-declaration. 6. considerations
(One)Business acceptance starts in April and online applications are received in the first five working days of each month.,Application for renewal is due in June. The acceptance area and deadline are determined according to the appraisal capacity of the appraisal station, the budget and other factors, and the registered enterprises in Henan Province are accepted in principle.
