Promote the use of intelligent terminal equipment and the application of intelligent operation mode, and ensure the safety of agricultural production data. By vigorously promoting the special appraisal of agricultural machinery, we will focus on speeding up the pace of obtaining subsidy qualifications for innovative agricultural machinery products suitable for the characteristics of hilly and mountainous areas and the development of agricultural industries, and be included in the scope of subsidies as soon as possible. Open up green channels for high-end intelligent innovative agricultural machinery products and advanced and applicable complete sets of facilities and equipment that are temporarily unable to carry out agricultural machinery appraisal, and support them through pilot subsidies for the purchase of new agricultural machinery products, so as to speed up the pace of popularization and application.

(Three)There should be a rise and a fall in the standard of subsidies. In view of the landform characteristics of Chongqing's hilly and mountainous areas and the weak links in the mechanized production of important agricultural products such as grain and super-excellent agriculture, the proportion of subsidies for agricultural machinery and equipment items urgently needed for advanced, applicable, green and intelligent, large and medium-sized, and compound operations shall be increased, and the subsidies for equipment items with excessive quantity and relatively backward technology shall be gradually reduced, and some low-value machines and tools shall be gradually withdrawn from the scope of subsidies.

New agricultural machinery products and special appraisal products suitable for the topographic characteristics of hilly and mountainous areas and the development of agricultural industry will be included in the scope of subsidies. Fully carry out the subsidy work for the purchase of plant protection unmanned aircraft, and the specific operation methods will be notified separately. Before that, we will continue to implement the pilot application of plant protection unmanned aircraft in accordance with relevant regulations.

Encourage districts and counties to include machines and tools needed for the development of local characteristic agriculture and with strong applicability in small areas in the scope of subsidies for financial arrangements at the corresponding level. The specific items and standards of subsidized machines and tools shall be determined by the districts and counties themselves, and shall not occupy financial subsidies above the municipal level.

In terms of subsidy standards, the central government implements a fixed subsidy for the purchase of agricultural machinery, and the subsidy amount is calculated and determined by the Municipal Agriculture and Rural Committee in accordance with relevant regulations and issued. The amount of subsidy is based on the average market sales price of the same product in the previous year, and the estimated proportion does not exceed30%. The Municipal Agricultural and Rural Committee shall organize the evaluation of subsidies for relevant products and their respective grades and adjust them in a timely manner as appropriate.
