In recent years, the agricultural product processing industry has developed rapidly and has become the main force of the rural industry, which has played an important role in promoting the quality and efficiency of agriculture and increasing farmers' employment and income. However, the problems of insufficient and excessive processing of agricultural products are prominent, resulting in more losses in the processing link, affecting the effective supply of major agricultural products such as grain and the improvement of the quality and efficiency of the processing industry. In order to implement the deployment of the Party Central Committee and the State Council and promote the high-quality development of the agricultural product processing industry, the following opinions are hereby put forward.

Guide the rational processing, deep processing, comprehensive utilization and processing of agricultural products, promote the diversified development, multi-level utilization, and multi-link value-added of agricultural products, we will promote the optimization and upgrading of the agricultural product processing industry and provide strong support for the comprehensive revitalization of rural areas and the modernization of agriculture and rural areas.

Support farmers' cooperatives, family farms and small, medium and micro enterprises, etc., build drying and storage facilities, extend supply time, effectively reduce losses, and promote quality improvement. Grain and other storage-resistant agricultural products, focusing on the development of drying, storage, shelling, miscellaneous, grinding and other primary processing, to achieve value-added. For fresh agricultural products such as fruits and vegetables, milk, livestock and poultry, and aquatic products, focus on the development of storage facilities and commercialization such as pre-cooling, preservation, freezing, cleaning, grading, segmentation, and packaging to achieve impairment and efficiency.
(Five)Development of terminal consumer demand class primary processing. Expand the scope of primary processing of agricultural products and reduce postpartum losses. For edible primary agricultural products, focus on the development of primary processing such as cleaning, grading, packaging, cutting, fermentation, pressing, filling, frying, drying, pickling, and cooking to increase the added value of agricultural products. Non-edible agricultural products such as cotton, linen, wood, bamboo, rattan, palm grass, etc., focus on the development of primary processing such as finishing, cutting, crushing, polishing, drying, wire drawing, and weaving, and develop multiple uses.

5. strengthen standard guidance, promote agricultural products processing innovation to reduce efficiency

Support farmers' cooperatives and family farms and leading enterprises in agricultural industrialization to form agricultural industrialization consortia through the connection of interests, and jointly promote the reduction and efficiency of agricultural products processing. Guide financial institutions to give priority to providing loan support to agricultural products processing enterprises that have achieved remarkable results in reducing losses and increasing efficiency.
(XVI)Strengthen publicity and guidance. Strengthen the publicity of public nutrition and dietary science knowledge, guide consumers to establish a scientific and healthy consumption concept, and gradually change the consumption habit of pursuing "bright, white and refined" rations. Give full play to the role of social organizations and urge agricultural products processing enterprises to strictly implement national and industrial standards. Summarize and promote a number of development models and typical cases of impairment and efficiency in the processing of agricultural products, make full use of traditional media and new media for all-round publicity and promotion, and create a good atmosphere for the whole society to pay attention to and coordinate to support the impairment and efficiency in the processing of agricultural products.
